Deeply committed to the advancement of the countryside, in the Philippines as well as in other nations, Orly has built an excellent reputation as an international technocrat in cooperatives development and rural finance.
He is currently Chairman of the Cooperative Foundation of the Philippines (since 2005). He has also been Adviser to the Federation of Cooperative Banks in the Philippines (BANGKOOP) since 2003.
After earning his Bachelor’s degree, Orly taught as Associate Professor in the UP College of Agriculture (1954-1962). From there, he was drafted by the Office of the President of the Philippines to be Director for Agriculture of the Program Implementation Agency (1963-1965). He was next appointed Executive Director of the Agricultural Development Council for Rizal (1966-1969), before becoming Vice President for Economic Development of the International Institute for Rural Reconstruction (1969-1970).
His next assignment was as Deputy Minister for Cooperatives of the Ministry of Local Government and Community Development (1972-1979), whence he moved on to the job of Deputy Minister of the Ministry of Agriculture (1980-1986).
From government service, Orly was hired as Senior Rural Finance Specialist by The World Bank; where he did work for 21 countries in Asia, the Middle East, Africa, and Europe (1988-1996). He next became Secretary General of the National Anti-Poverty Commission (1998), before accepting the post of Chairman and President of the People’s Credit and Finance Corp. (1998-2001).
During all this time, he also acted as Consultant of the Asian Development Bank (for Central Asia, Southeast Asia, United Nations agencies, and The World Bank) from 1971 to 2011. Moreover, he still had time to author or co-author over 40 papers and reports (1953-2011). He also served the University of the Philippines as a member of the Board of Regents for 8 years.
After retiring from the World Bank, he entered the tourism industry. He is today President and Proprietor of Waling-Waling Beach Hotel in Boracay Island and Amihan Resorts, Inc., in Coron, Palawan. He is former Chairman of the Boracay Foundation, Inc.
Orly’s life is not all work, he is also a top-rate sportsman. An expert tennis player, he is National Veteran Champion in the Philippines, Nepal, Washington DC, and the Mid-Atlantic States — ranked No. 62 in Veteran Championship Tennis in the USA. He indulges in golf, horse racing, horseback riding, scuba diving, water skiing, go-cart racing, ballroom dancing, billiards, model airplane building and flying.
His most cherished awards are: Most Outstanding Alumnus Award from the University of the Philippines at Los Baños (1997); Service Award, University of the Philippines (1976); Outstanding Betan Award (2000); Distinguished Achievement Award (1996); and Most Outstanding Betan Award (1975) all from the UP Beta Sigma Fraternity; Ten Outstanding Young Men (TOYM, 1964); and Joaquin Gonzalez Gold Medal for Excellence in Agriculture (1954).
