Atty. Hermenegildo “Hermie” Dumlao, a three-year member of the Board of Directors of the University of the Philippines Alumni Association (UPAA), passed away last May 27, 2018. Born on April 7, 1935, he was 83 years old.
Atty. Dumlao was the senior partner in Dumlao, Moraleda, Antonavo, Verzosa, Duran & Associates Law Offices. He was also an accredited voluntary arbitrator with the National Conciliation and Mediations Board of the Dept. of Labor and Employment (DOLE).
Hermie devoted the best years of his life to public service. As a government official, he served for many years in different capacities as:

Director/Trustee, Government Service Insurance System (GSIS).
Member, Dangerous Drug Board (DDB)
Chairman (Division A) and Member, Appeals Committee, Interim Movie and Television Review and Classification Board (MTRCB)
Deputy Director General, Public Information Office, Office of the President of the Philippines
Consultant, Committee on Constitutional Amendments, House of Representatives
Barangay Captain, U.P. Campus, Diliman, Quezon City
President, Quezon City Barangay Federation
Member, Sangguniang Bayan, Quezon City
In the academe, Atty. Dumlao previously held such positions as Director of the Student Union, University of the Philippines, and Assistant to the U.P. President. He became a professorial lecturer with the U.P. School of Labor and Industrial Relations (SOLAIR), U.P. Institute for Small-Scale Industries (UP-ISSI) extension programs, U.P. College of Business Administration special projects, Manuel Luis Quezon University (MLQU), Technological University of the Philippines (TUP), Eulogio “Amang” Rodriguez Institute of Science and Technology (EARIST), and Polytechnic University of the Philippines (PUP).
Hermie was equally active in civic organizations. He was President of the Holy Cross Parish Council in U.P. Diliman. He headed the U.P. Vanguard, Inc., as National Commander. He was elected President of Rotary Club Sto. Domingo. And he served as Secretary of the Alpha Phi Beta Alumni Association, Inc.
Atty. Hermenegildo Dumlao obtained his Bachelor of Laws from the U.P. College of Law. He earned a Master’s degree in National Security Administration from the National Defense College of the Philippines (NDCP). He was honored as a Doctor of Humanities (honoris causa) by the University of Northern Philippines.
A native of Paoay, Ilocos Norte, Hermie was married to May Teresita Caballero, with whom he sired five children: Hermenegildo II, Jeanne Desiree, Barbra Mae, Brenda Mae, and Ma. Teresa Criselda.
