Atty. Ramon M. Maronilla, UPAA President and Alumni Regent, swore in Atty. Domingo C. Palarca, AB’68, LLB’72, as a new member of the UPAA Board of Directors at the close of the monthly UPAA Board Meeting at Ang Bahay ng Alumni last March 15, 2016. Atty. Palarca replaces erstwhile Director Mr. Nazario S. Racoma, BSA’68, MBA’72, who resigned in late 2015.
Director Domingo “Toy” Palarca was a bar top-notcher, having copped sixth place in the 1972 bar examinations. He is the founding partner of Domingo C. Palarca Law Offices, as wells as President of CIT Colleges, Manila and Paniqui, Tarlac. In addition, he is the National Chairman of the Rizal Lawyers Association. He is the proponent of the use of transparent ballot boxes in local and national elections.
As a law practitioner, Atty. Palarca is the legal consultant/counsel of various banks, corporations, real estate companies and estates. He has been a practicing lawyer for the past 32 years (field of expertise – litigation, civil and corporation law, estates, trusts, partition and land registration).
Director Toy Palarca is an active Jaycee, being a member of the Philippine Jaycee Senate; Executive Vice President, Manila Jaycees (1986); Seminar Speaker on Leadership Development and Parliamentary Procedures, various Jaycee Chapters, nationwide (1981-1986).
Aside from being a bar top-notcher, Atty. Domingo Palarca’s other honors and distinctions include being a Papal Awardee (February 11, 1985); consistent Gold Medalist, Ateneo de Manila Grade School and High School; recipient of several Plaques of Appreciation and Recognition from regional, national and international Jaycee Chapters and socio-civic organizations; recipient of various citations from the Upsilon Sigma Phi Fraternity; subject of a biographical record by the Marquis Who’s Who Publication Board in Who’s Who in the World, Eighteenth Edition, 2001, page 1633.
